The formula, explained

|A − B| ÷ ((A + B) ÷ 2) × 100

Percentage difference uses the average of two values as its denominator, so swapping the values gives the same answer. The difference between 80 and 100 is about 22.22% of their average, 90.

Example inputs: first value 80; second value 100. Result: 22.2222 %.

What to check before using the result

Use percentage change when you have a before and after. Both inputs must be nonnegative and cannot both be zero. Different analytics counts can have different definitions, so a difference does not establish which tool is correct.
